If you are lucky, you get someone decent to investigate your case. I was not lucky. The person assigned to me was friendly to the contractor and demeaning towards me. He teased me, laughed at me, and lied to me. I am still shocked by his attitude and behavior. In the end the contractor redid the work which was good. But the investigator did nothing to help and acted like the contractor's good friend. I remain disappointed to this day.

My case is not yet completed, but there was recent movement... I had an issue with a new pool and concrete deck being built, 2 months after completion the cement deck one side of the pool raised up about an inch and a half. Its also the top edge around the pool, now there is a gap between the top of the pool and the bottom of the deck, you can see in under the cement deck. This also allows water to freely flow in that Gap.
I filed my complaint in October of 2023.
The site visit with Nevada state contractors board was in February of 2024, at that time my investigator told me that he couldn't give me any definite information but based on what he had seen he didn't see how this could go in any way other than my favor...
After the home visit I've was ignored, I sent many emails I have made many call attempts the only time that I have managed to speak with my investigator is when I show up at the Nevada State Contractors Board and asked to speak with him. That does not work anymore, there is always an excuse why, he can't come and speak with me.

On May 7, 2025, I got an Email that I have a new investigator, and we would be doing a new Job Site Meeting... apparently my last investigator Peter, was no longer working at NSCB and there was nothing in the file except for my original complaint, NOTHING... so 17 months had passed and Peter had apparently not done anything with regard to my complaint, I requested to come and see what information they had with my complaint, Did they have the additional information I had sent Peter via Email? or Items I handed to him at our original Job Site Visit? No, I was not allowed to see if they had all the information I had given them.

During the first Job Site Visit my contractor showed up an hour late as the investigator was about to leave, but one of the subcontractors was there the entire time, the subcontractor was great was great, because he was very honest with the investigator. The Contractor made a few excuses but he did not have much time to make a believable story. The new Job Site Visit, gave the contractor a second chance to show up, which he did this time, as did the same subcontractor, however this time the subcontractor was not as forthcoming as his company still works for the contractor and I am sure he had to be more careful as to what he said with the contractor watching over every word. The contractor made up new excuses from the previous site visit, but apparently NSCB has no record from the first visit so changing the story doesn't matter.

I have proof of being overcharged, of being charged for "change orders" that were never signed by the customer (my mother, who has passed). Proof that the contractor did not pass on soil testing to the subcontractor, putting the subcontractor in a position to fail.

But with all the issues, the proof, the simple common sense logic, the NSCB gave an order to correct, but it is only based on what can visually be seen at the site visit, so having proof of the contractor not giving the sub the soil test so they can do the job properly, having the Original Contract and the unsigned change orders that in addition to the new surprise charges, they also had things that were covered by the original contract. Despite the contractor taking advantage of my 79year old mother, the only things they are putting in the Order to Correct are the items that they could visually see at the site visit... they could use literal shit instead of gravel for the back fill, but if they can't see the shit during the site visit, you know because it is under the cement, they won't make an order to correct...
My contractor did not do anything like shit for the back fill, but because they did not have the soil test information, they could not have known to do additional aggregate back fill, or the additional wet and dry compaction, so as to prevent the issues we are having.

Last year's Supreme Court case versus the SEC brought to light some critical issues concerning unsupervised regulatory boards. Without a jury, the fines these boards issue often seem unjust. These independent entities, equipped with their own ALJs, attorneys, and investigators, frequently overreach their qualifications and jurisdiction, penalizing actions they simply deem inappropriate.

My repeated interactions with this board have highlighted the absurdity of their policies. It's alarming how easily anyone can trigger an investigation. Even with Nevada's recent bill aimed at supporting homeowners, the board's lack of expertise has unfortunately led to counterproductive outcomes.

Looking ahead, SB78, which will be voted on in 2025, shows a growing recognition at the state level in Nevada of the problems caused by over 300 independent agencies operating without proper oversight. The bill aims to consolidate many of these agencies under a single governing authority.

Regardless of what happens with the NSCB, it's clear from numerous negative reviews and personal experiences that this regulatory agency, as it's currently structured, is fundamentally flawed and unnecessary. The entire staff needs to be replaced with an organization or process that has a real understanding of the licensing they regulate.

I've invested years studying and passing exams based on the IRC and IBC, gaining a comprehensive understanding of construction. Yet, the NSCB, the very entity that regulates this licensing, has demonstrated a basic ignorance of the codes used in building and remodeling. They couldn't even identify the correct code for a sewer cleanout in a homeowner's house. It's baffling that individuals with no construction experience or investigative background can be employed in these roles.

There is an email on the SB78 website, my last review had 1500 views. If even half of the people who agree that this entity is obsolete would send an email with their concerns, it would definitely be taken into account very quickly.

Please find photos attached of a standard investigation regarding a homeowner who owes me $6,600.00.

Here’s a brief overview of the situation:

- A complaint was filed in 2023.
- I finally received a punch list at the beginning of 2025, which I completed in one hour. These items were unrelated to code and were addressed solely to move the process forward, as the casita had already passed all inspections.
- We are now 30 months past the original complaint. The homeowner is refusing to pay, using the NSCB as leverage.
- The issue has been reduced to an eighth-inch discrepancy on a door that the homeowner purchased and modified.
- Despite this, the NSCB investigator has indicated that the investigation will remain open per the owners opinio , which legally allows the homeowner to withhold payment until satisfied.

To remind you, the original complaint was five pages long, demanding $20,000 back, a free RV driveway, and listing over 100 items. In reality, it came down to four small details of caulk and touch-up paint. Now, 30 months later, I am potentially losing $6,600 with no known quality issues, despite having full plans, permits, and passed inspections.

The case will remain open for an eighth-inch discrepancy on the reveal of a properly working door. I have encountered seven similar situations in the last three years, where people have exploited the board to avoid payment.

I would think an entity or governing board that does this type of work definitely should be reorganized or replaced or removed altogether.

My “investigator” came out 4 months ago, when he was leaving my house he said give him a week, then asked for a little bit more time through email, now when we email we don’t get a reply, completely ghosted. I guess it takes 4 months for something that he said to give him a week on? What a joke.

UPDATE: Reached out to a supervisor like they advised in their reply, HEARD NOTHING BACK.

Synopsis
Habitual complaints of construction defects approximately 1 yr after pool was built Cool decking defects, it kept peeling up ( and still to this day 6-21-24) Cracks in the Baja deck and rust coming out of the cool decking. Lastly the pop ups were improperly engineered and the water shoots into the inner wall of the pool. This is my 3 rd pool not good!
Feb 2024 Karl,Jon and I met at my house I had no reply since then. I put out emails for a status and no reply to go forward from Karl or Jon. So approx 3 months later Karl, contractors board, closes the file because there was “no leak”. A LEAK WAS NOT MY COMPLAINT!!! AT ALL! So he closed the file I called him and told him he was wrong for closing the case and to open it back up. Karl told me I had to file again, and would not reopen it himself. So bottom line, I go to help to the board and they drag me through the mud. This is absolutely pure laziness and wanting to clear their desk. My opinion is that the board should be disbanded and start back over with a new group of investigators. I’m a retired law enforcement officer and the board is absolutely pathetic in their investigations Worst experience I’ve had If anyone has any ideas for disbanding the board please let me know Thank you and good luck to all who read this

The "licensed" contractor was sure to drop off a few steel poles in my yard "to show his work", after I paid 8K, and before the contract ran out. After a year and a half, the contractor came back, asked to make a new contract, and asked for 25k more. The contractor claimed that he could not figure out how to install solar batteries during this 18 month period. The new contract that he wanted to make was for solar, but WITHOUT the batteries. 1.) I wasn't interested in solar without the batteries. 2.)At that point who would want to risk investing more into a contractor who failed to communicate and deliver on the first contract? He couldn't offer me what we agreed upon and the contract had already ran out. He declined to refund me the 8K and I submitted the complaint to the board. I would have taken the contractor to court, but the board dragged their feet until the statute of limitations ran out. Nevada's board allows this kind of business to happen and is in favor of contractors who scam.

This is an updated review, and in response to their reply, we absolutely DID hire a licensed contractor (Bumble Breeze Plumbing & Air)...

We’re still trying to give the Nevada State Contractors Board a fair chance, but so far the experience has been discouraging.

Despite providing extensive evidence—including documentation from other licensed contractors—our concerns did not seem to be fully investigated. The process felt slow, with much of our supporting information apparently overlooked or dismissed. In our case, the contractor did not complete the contracted work, and the Board’s response was to suggest pursuing a court judgment rather than facilitating resolution themselves.

It’s disheartening that the system seems more geared toward procedure than real accountability or homeowner protection. The process is not user-friendly, and it’s easy to miss deadlines for charge disputes or civil claims while waiting for the Board to act.

We’re still making an effort to work within their process, hoping for a fair outcome. But based on our experience, anyone in a similar situation should keep detailed records, be proactive about legal options, and be prepared for a difficult and time-consuming process.

Three stars—for now—reflects that we’re not giving up on the possibility that the Board could do better. If things change, we’ll update this review with our best advice for what works/doesn't work to simply recoup what we have had to replace (including costs of mitigation that saved our home becoming unlivable, that did have documented impacts we are still calculating separate from mechanical/contractor complaints to the NSCB).

Without the Nevada State Contractors Board we would have lost over $18,000.00. My wife and I are retired, and we are in our senior years. We were
Defrauded by slick people, said all the right things, while never intending to do the work. The paperwork was straightforward and we spoke to kind people who advised us. A home visit was conducted, and we were asked for checks, receipts, contract information. We complied and prayed for a positive result. We had a bit of a wait, we understood that the process would take months. Our prayers were answered when we received notification that the Board granted us a payment of exactly what we lost. We were estatic and grateful to all those who worked diligently on our behalf. We thank everyone at the Board they are doing God’s work!

Like many locals, I contracted a company for solar panels. That company asked for a 50% deposit which I paid. Unfortunately, that company went out of business. Thankfully, I had all legal paperwork necessary to file a complaint with the Nevada Contractors board. After they completed an extensive investigation of my claim, they were able to refund my deposit in full. It did take time, however, but it was worth the effort. The board investigators were professional, patient and understanding. I hope no one has to go through my experience. But if you do, you can rest assured that the Navada State Contractors Board will have your back!

Here is an analogy of the NSCB. - It would be similar for a police officer who has had 6 months of training to show up and arrest you /write citations after violating several of your personal rights. After you're being arrested and you state your rights were violated, they say- okay- and take you back to 'their' office and have you talk to 'their' judge on the same payroll. (Did you know their judge (ALJ ) actually can be hired in privately by contractors?) ( Also did you know, independent 3rd party attorneys can receive money from a customer to represent privately, but still work for the NSCB and prosecute) CONFLICT OF INTEREST.! I wonder if the local Clark County district court judge can have a brick and mortar private office and receive retainers privately while prosecuting the other side??

The analogy continued- You are not allowed to speak about your rights that were violated in the courtoom.(They will continue to say only NRS624.) You are not allowed to provide documentation or have legal counsel provided.( unless it's at your own cost) (doesn't everyone have rights to counsel/ representation?) You must do it all yourself against 'their' judge and up to three of 'their' attorneys, and their untrained 'officer' all on the same payroll. ( judge, attorneys, courtroom, untrained officer all on the same payroll. And then can work independently on the side??)

Then, they can prosecute you, with no one else able to attend the hearing. (July 2024-Supreme Court just decided the NSCB violations/ fees are unethical due to no jury allowed in courtoom) Whenever you bring up the rights that were violated or the codes or the ethics or the laws or the breach of contract, they say pay an attorney and appeal it at a higher state level (after they charge you for their time and misc fees) The AG then says they can't investigate because you have rights to appeal. Ok, so you received unethical fees and violations, then you paid for representation, then to actually be heard you have to do it all again in another courtroom??

Homeowners make the complaints here. And they make a lot of complaints about contractors. But you have to realize this organization is horrible to contractors as well. THE NEW DIRECTOR TOLD A HOMEOWNER- BEFORE PAPERWORK WAS EVEN SUBMITTED FOR A JOB, THAT THE CONTRACTOR WAS GOING TO JAIL. (And this was passed along by an attorney who received money from that homeowner.)

[[Think about that for a second--- A preconceived decision and bias was already told to one of the parties involved in the dispute from legal representation that received money from that party and can prosecture for the NSCB, before an investigation even begun. I have reached out to 2 people on the board of ethics that oversee nevada bar- And they said, if that homeowner will make that statement or you can provide documentation that this was said, 'that person' will be investigated. This is the new leader of the NSCB. Good job on the new hire!!!]] Love the LinkedIn comments.

So, as soon as everyone comes together, this entity needs to be eliminated from the top. It is an obsolete, typical state ran dishonest organization, and it is exactly what the outcry is with police officers/ organizations having too much control, no oversight, closed doors, and crooked untrained employees.

Worthless crooks. Obvious builder defects they just ignored against Woodside Homes. Guess what, the President of Woodside Homes was President of the State Contractors Board. What a joke for an organization.? The defects were so obvious that one could see water seeping from the roof flashing and staining the brick over the garage doors. Completely ignored among other obvious defects. I contacted the roofing company that sub contracted the flashing work, and they stepped up to the plate and reflashed over the garage. They admitted that the flashing was faulty, causing the leak which permanently stained the brick. Worthless POS organization.

waiting for contact from the board, do not hire rhino roofing, they are rude, do sub standard out of code work then when you read them their contract they go silent, my roof is a joke. its been a month since i dropped complaint form off and havent heard yet from the board, though i am hopeful to hear from someone soon

Don’t feel bad, I called for assistance last week. I attempted to communicate with a female claiming to be an Investigator in the Investigation Unit then she became the Administrative Assistant. She wouldn’t help me file a complaint. She kept saying she couldn’t understand me but understood me after she asked for the name of the company Hearth and Homes in Las Vegas. It wasn’t until I said I will contact DC that she offered to help me submit a complaint. My guess is she let them know I’m filing a complaint but the oddest thing happened. I’m also blocked from NV Contractor Board website and unable to access the complaint form. And yes she can block email addresses with the assistance of IT. I am calling DC as I am holding as I am typing this review.

Filed a complaint with the Nevada State Contractor's Board September 15, 2022. I received a letter saying they received the complaint and was assigned an investigator. One year later and I still have not heard anything from them or have had anyone come out. I've called and left messages at least once a month. No one returns calls. What a terrible organization. Why bother having it if no one is going to follow up on complaints. I've been without a working master bathroom for well over a year. The licensed contractor took the money and never finished the job. NSCB doesn't care and this person still has their license to operate.

These people literally don't care about anyone or anything! I have never seen such poorly organized and rude people. Greg Owen is extremely rude and very unhelpful I don't even want to open my company and work in Nevada because of the horrible experience from him and this place! Do yourself a favor and go to any other state and open your business! Don't come to Las Vegas, this place is horrible in every way!

In regards to the reviews below about the investigations department…It has recently come to my attention the the investigations supervisor, was a former attorney who stole money from his clients, and was suspended from practicing law. It is public record available for all to see. I encourage every homeowner to view! No help here!

La verdad estoy super desepcionada de este lugar no ayudan para nada, puse una queja de una compania de paneles solares por que no esta produciendo el porsentage que me ofresieron y esta en el contrato y muchas iregularidades que ay, y les mande las pruebas pero su respuesta fue que no abia sufisientes pruebas, no se que pruebas querian si en las que se les mando estaba todas las pruebas de que no cunplen con lo que ofresieron pero ni siquiera preguntaron por nada ni vinieron aber si funcionaban. no ubo un proseso pienso yo, para mi fue una total desepcion poreso ay tanto fraude saben que no pasa nada que no ay ley para apoyarnos y a eyos para castigarlos

For an organization that is to help the community, the State Board is lacking in services such as that. Contacting the Investigations Department to inquire about a perspective illegal business, involves being on hold for 1.5 hours, then dealing with employees who do not wish to help with your inquiry.

Diana and Ashley did not want to be bothered, and understandably, did not want to be bothered with the long hold time that occurred.... it wasn't their problem?!! It appears the business style(?), is to take the departments inefficiencies and insubordination, and make it become the clients fault.... quite a trend in dealing with service industry, these days.

In all fairness to the Nevada communities, better support is needed from the State Board..especially when there are fraudulent activities involving unlicensed contractors taking advantage of people in underserved areas and larger Nevada communities. The general public needing services, is relying on regulatory departments when there is a problem and they are not being provided a positive service.

It took a long time to go through the process but at the end of the day the NSCB took a bad situation and made it better. They were helpful and generally got back to me in a day when I had questions.
When hiring contractors, check their license, keep good records, always make copies. Otherwise, you might not be able to make your case if something goes wrong, like it did for me.
Thankfully, I had good records and let the inspection process take its course. It delayed my project and my house was a mess for a time. But they have a duty to be good stewards of the funds they have been entrusted with.

The inspectors are totally pro contractor. They do not protect or listen to a Senior concerning work done improperly. Supposedly I have a 4 year warranty because contractor had 7 violations to correct. 2 months after violations were corrected, the flooring was starting lift in places. Contractors board came out and judged that there was no problem, even though there was a report from a flooring inspector stating that there are many problems. Then they closed the complaint. What happened to the 4 years?

4/4/24-In response to your reply that you have updated your team. It's too late for that. The opportunity to protect homeowners is when the issue with the homeowner arises. If Ernie is still working there then you haven't updated your team enough.

I agree with everything the other people said and people should not be subject to their own local agency there to protect them, assisting in screwing citizens. Ernie should not be in this position. I can’t believe he is given his position. Didn’t measure, didn’t review the contract, made excuses, acted like the contractors lawyer. Did inspect anything. Didn’t have a tape measure. Lied, was rude, combative, and unproffesional. It appears from other reviews and my issue, he has a knack for coming up with $500 as the settlement number. I don’t know why but there is a reason. One comment has him wanting $500 settlement for $6,000 in repairs. How about $500 for approx. $20,000 ?Thats where I am at. Beware of your states own agency.

So I called the state contractors board to make a complaint against creative industrial fiber glass designs and yet the contractors board has no concern as to them doing anything wrong. People the contractors board is a big joke all they are is a cash cow. If you have a complaint the burden of proof they're saying lies on the complainer and the only way you can prove it is the actually have the contract in your hand and as an employee or someone noticing a problem that's impossible to be done so once again the contractors board is a joke you might as well just go hire whoever you want because there is no one standing behind you if you hire a licensed or unlicensed contractor and if you don't believe me you can call and ask Julio at the Nevada state contractors board Southern Nevada division

I am posting this story re: Contractor that I hired per Home Advisors recommendations to add a walk in shower and what the contractors from the State Board allowed him to get by without the necessary licenses and permits. Initial Contractor was Myles Benton of M & T Plumbing. Contractor Board names are Chief Contractor Paul Rosario and Ron Simon. No further work has been fixed since I filed a complaint, wanted to give me $500.00 and send me on my way. New estimates to fix in the $6,000.00 figure x 3. Here is the mess I am left with. Installed Chipped Panel of cultured marble upside down, all three panels cut crooked, do not sit flush to the floor, caulking two different colors, laid a corner cove over a bunch of caulking that was on the floor and instead of removing the caulking, he laid the corner cove over the top of it to hide the caulking, so now it has to be sprayed with Clorox so it doesn't get mold. Door sits crooked. Was not allowed to pick out doors even though it was a verbal agreement, doors are cheap with aluminum frame, shake and leak water underneath doors. Cracked wall when removing tub enclosure. Moved drain without a permit. Installed Marble and other parts of the shower without proper licensing. Lied to the contractors board, stated he did not move the drain. Asked for a shower that was accessible, easy to clean as I am on Oxygen 24/7 so this was a major need for me. This man cut marble in my garage and left the boxes covered in marble dust along with the garbage can, had to request he clean it up, he did not tape off the bathroom door to the floor or the cabinets so all of the dust from the demolition covered the whole bathroom and house which I was left to clean. The carpets had to be re-cleaned. The shower is now draining slow. I was told to get 3 estimates by Ron Simon, Ernesto Talavera, Investigators, at the Contractors Board to correct what they deemed necessary to correct which stated fix drywall, fix cracks in marble, fix caulking gaps and make caulking all one color. I got five, estimates, 2 declined to even provide estimates, the other 3 said the whole shower can't be fixed needs to be redone and is also a insurance liability. So the Contractors Board, Ron Simon and Ernesto Talavera, Investigators, told him to settle with me for $500.00 and let her go away. I returned to cashiers check as this amount would not cover any repairs by another contractor and they were unwilling to provide one that would, they expected me to find another partially licensed contractor to do the work. I was informed that the Contractors Board did not fine Myles Benton for not obtaining permits and not having all the necessary licensing to do the shower to begin with. I will have my day in court. Anyone out there wanting a new walk in shower do your due diligence, I thought I did and now I am paying the price. Having a C1 Plumbing license only allows him to plumb no put in marble, stone or any other work to do a shower install without the necessary licenses. I have decided to share this shower with anyone that would like to see a shower gone bad, Address is 9252 Boltonia Crt. open for viewing, I read his reviews as well, and that is why I went with him, most reviews were for water heaters, not installing showers. If they don't do it everyday find someone who does, however when I asked him about a couple of referrals he didn't have any names, should have been my clue.
My concern is how can a State Contractors Board find these issues up to code and did not fine him for being out of the scope of his practice. I could not treat my patient's without a license, so I dare ask, how can this happen? This work is unethical, immoral and blatantly unacceptable to most normal people. SO far, the NSCB website has been Very helpful to me in selecting contractors. I can easily go out online, and see who has been issued a fine. This is a very valuable tool.

We have a job that has crooked floors coming up, crooked walls, ruined 50k kitchen, un level everything. Holes in walls. The first guy who we dealt with really helped us. As the investigations kept happening they took our investigator off the case and sent us to another guy - seemed like he was friends with the contractor (they waited for each other before entering our property) - the Board released the contractor of all wrong doing and closed the case and let them go. Now I have all these problems. Dislike doesn't begin. This service obviously did the company we dealt with some favors. BEWARE. I was ripped off and the contractors board let the contractor walk away.
