Update: The deck they built failed the inspection due to some issues with the foundation. It was fixed by a tile installer who did my bathroom walls.

They did the mechanical job without obtaining a permit, wasting four weeks with no progress. After that, they installed drywalls before the framing inspection, and then walked out on the project. I now have to ask the new contractor to remove all drywalls (and fix the framing issues) before the inspection. Once the framing inspection is done, all drywalls that have been nremoved must be reinstalled.
